Jay Shirley, DMD, MS, MSc

Jay Shirley is the Director of Oral Health Research and Advocacy at Children’s Healthcare of Atlanta. He was previously Chief of the Division of Dentistry, and during his 28 years at Children’s, he built a team of clinicians and support personnel to address the oral health needs of children with complex medical conditions and special healthcare needs. As the founding program director of the pediatric dentistry residency program, his team created an academic program to develop future clinicians and leaders. Dr. Shirley is an Adjunct Associate Professor of Pediatrics at Emory University School of Medicine and consultant to the Navy Postgraduate Dental School in Bethesda, Maryland.

Jay retired from the US Navy Reserves with 32 years of service and held several clinical and senior executive leadership positions, including Commanding Officer of an Expeditionary Medical Facility (150-bed field hospital.) He was recalled to active duty several times, including in 2017 to serve as the Command Surgeon for U.S. Marine Forces Europe and Africa in Germany. In January 2019, he was recalled to active duty for 18 months and assigned to the Office of the Corps Chiefs at the Navy Bureau of Medicine and Surgery Headquarters in the Washington, DC area. 

Throughout his career, he has been involved in healthcare safety, quality improvement, and regulation. In 2022, he was appointed by the Governor to a five-year term on the Georgia Board of Dentistry. He serves on the Centers for Disease Control and Prevention (CDC) Healthcare Infection Control Practices Dental Waterlines Workgroup. He is a consultant to the Commission on Dental Accreditation and is the past president of the American Board of Pediatric Dentistry and the Georgia Academy of Pediatric Dentistry.

He completed a pediatric dentistry residency at the University of Alabama-Birmingham. Jay also received a master’s degree in Health Policy and Economics from the London School of Economics and Political Science and a master’s degree in Public Policy from the University of Chicago. He recently completed the Senior Executive Fellow program at the Harvard University John F. Kennedy School of Government.
